Clerks


Although annual education of municipal court clerks is not required, the Texas Legislature, the Court of Criminal Appeals, and the Texas Municipal Courts Association (TMCA) recognize the importance of training and allocating funds for that purpose. Texas Court Clerks Association (TCCA) partners with TMCEC, TMCA and Texas State University to enhance education through the Texas Municipal Clerk Certification program.

Regional Clerks Seminar

Regional seminars are 12-hour programs covering the law, municipal court practice, and current issues affecting courts. An additional 4-hour special session on a subject of topical interest will also be offered at each school. 

The regional seminars schedule is typically as follows, some exceptions may apply.  Sample AY 21 Regional Curriculum, here.

Day 1: 1:00 - 5:00 pm (Pre-Conference, 4-hr Credit)
Day 2: 8:00 - 5:00 (Mandatory Class 8-hr Credit)
Day 3: 8:00 - 12:00 (Mandatory Class 4-hrs Credit)

New Clerks Seminar               

For New Clerks or Clerks Who Have Not Previously Attended TMCEC Programs. New clerks who have never attended TMCEC conferences should first attend a new clerks school. This program offers fundamental classes on court procedures from filing a complaint to final disposition of a case and enforcing judgments. Classes include  on The Role of the Clerk, Legal Ethics, Charging Criminal Offenses, State Reporting, Handling Records Requests, Judgments, Indigence and Enforcement.

Note: New clerk seminars are five days in length and begin at 1:00 p.m. on Monday and conclude at 12:00 noon on Friday. TMCEC will pay for sleeping rooms for the nights of Monday through Thursday (subject to change depending on grant funding). Clerks at these programs are offered a single room at no additional charge.


Level III Assessment Clinic                     

To become a Certified Municipal Court Clerk (CMCC) you must complete the requirements of Level III. One of the education requirements for this level of the certification program is to complete a three-day Assessment Clinic sponsored by TMCEC. The Clinic is designed as a workshop emphasizing the development and practice of court management and human resources skills. The purpose of the Clinic is to help clerks gain confidence in their management skills and to become better prepared to provide efficient and effective oversight of court operations. The program usually has 20 registered participants. Interaction, public speaking, and presentation skills are emphasized. Participants are encouraged to make self-assessments of their own management and human resources skills.  

The curriculum is created in a way to enhance the understanding of the Level III reading materials (14 books) which are the subject of the exams. Participants need not have completed the exam(s) or observation process before attending the clinic. However, you must be a Certified Level II (CCCII) in good standing to be eligible to attend. Traffic Safety Conference 

TMCEC offers a 12-hour Municipal Traffic Safety Initiatives Conference in cooperation with TxDOT for municipal judges, clerks, juvenile case managers, and prosecutors.

Traffic Safety Award recipients will be recognized at the conference and receive complimentary conference registration, travel to and from the conference to include airfare or mileage that is within state guidelines, two nights at the Hotel, and most meals and refreshments. TMCEC, in conjunction with TxDOT, is offering this year’s 12-hour Traffic Safety Conference virtually! Municipal judges, clerks, prosecutors, and juvenile case managers are encouraged to attend! Judicial education, clerk certification, and MCLE credit are available.



Court Administrators Seminar 

This seminar is designed to enhance skills for effective court management. It is a required course for the third and final level of the Court Clerks Certification Program. The program focuses on developing the court administrator as a court leader and provides courses on topics not generally offered at the regional seminars. The seminar is open to court administrators, court supervisors, or anyone seeking designation as a Certified Municipal Court Clerk.

Waiver of Registration Fees

If an individual, city, or court is unable to pay the registration fee, please write a letter explaining the financial difficulty to the Board of Directors for consideration 45 days prior to the event. Cancellations and Refunds - IMPORTANT

To change the name of a registered attendee, you much complete a transfer and forward it to TMCEC prior to registration. Refunds/Cancellations must be filed with TMCEC 10 or more days prior to the seminar. To request a refund, please download the corresponding form and fax it to 512.435.6118.
